Within the administrative branch of the Ministry of Agriculture and Forestry, the Climate Change Adaptation Action Plan functions as a steering and communicative tool to strengthen climate change adaptation. The Action Plan also supports and executes the National Climate Change Adaptation Plan until 2030 (NAP2030).

The plan was compiled as part of official duties of the ministry and its sector organisations. Work on the plan began in 2021 and it was finalised as a publication in late 2023.

The plan is built on several aims, which are specified through targets accompanied by actions. The plan is implemented both as part of official duties of the corresponding actors and through various programmes and projects. Actions are defined until the year 2027 and include the following areas: diversifying crops; water management; reducing weather risks; ensuring health and welfare of farm aniamls; maintaining the vitality of rural areas; ensuring food and nutrition security; and ensuring sustainable forestry. Progress of the plan's implementation and the need for new actions will be assessed in 2025.
