This decree institutes the Interministerial Committee on Climate Change as an institutional instrument of the federal Executive Branch to articulate government actions resulting from the United Nations Framework Convention on Climate Change - UNFCCC, enacted by Decree No. 2652, of July 1, 1998, including the objective of neutrality climate change and any future subsidiary instruments.&nbsp;The decree sets out the responsibilities of the Committee, including providing guidance on the country’s climate change actions and proposing new sectoral programmes to be incorporated into the National Policy on Climate Change (PNMC). It also sets out the requirements for the membership and operation of the Committee. It also creates individual mandates for Ministries ranging from the Ministry of Finance to the Ministry of Environment with regard to climate action.The decree also revokes Decree No. 10,845, of October 25, 2021 and Decree No. 10,846, of October 25, 2021. The first of these Instituted an Interministerial Committee on Climate Change and Green Growth and the second Instituted a National Programme for Green Growth. It also revokes Decree No. 11.075, of May 19, 2022, which created a previous National System for the Reduction of Greenhouse Gas Emissions (SINARE) and established the procedure for the elaboration of Sectorial Plans for Mitigation of Climate Changes.

This decree establishes the National Committee for the Reduction of Greenhouse Gas Emissions from Deforestation and Forest Degradation, Conservation of Forest Carbon Stocks, Sustainable Management of Forests and Increase of Forest Carbon Stocks - REDD+. This body is set up to provide guidance to state and federal governments and issue resolutions regarding the implementation of REDD+ in Brazil, in line with UNFCCC requirements. One of the Committee's responsibilities includes "the formulation, regulation and structuring of financial and market mechanisms to promote and encourage REDD+, pursuant to the provisions of art. 5th, art. 6th, art. 8 and art. 9 of Law No. 12,187, of December 29, 2009". The decree sets out the mandate and composition of the Committee. The decree also revokes Decree No. 10.144, of November 28, 2019.

This decree established the Law Carbon Industry Technical Committee, an independent body established to provide advice on the transition of the country's industrial sector. The decree establishes the mandate and composition of the committee. It also revoked Decree No. 10,275 of March 13, 2020.

This Decree establishes a National Council to inform Brazil's plans to host COP30, the 30th meeting of the Parties to the UN Framework Convention on Climate Change. It sets requirements for membership of the Council.

This decree amends Decree No. 6,527, of August 1, 2008, to provide for the governance of the Amazon Fund. It revokes changes made by the previous administration, gives the Ministry of the Environment the power to stipulate resources for fundraising and restores the Technical Committee of the Fund and the Guiding Committee.

This Law establishes an economic subsidy for public electricity distribution service concessionaires with their own markets of less than 350 GWh per year and creates the Just Energy Transition Program (TEJ). It extends the authorisation of the Jorge Lacerda Thermoelectric Complex (CTJL) for 15 years starting in 2025. The TEJ aims to prepare the coal region of the State of Santa Catarina for the probable termination, by 2040, of the national coal-fired thermoelectric generation activity without abatement of carbon dioxide (CO2) emissions, with the consequent completion of the exploration of this ore in the region for this purpose, in a timely, responsible and sustainable manner (art 4.1). Among other responsibilities, the TEJ's Council will have to consider the local capabilities for technological development with a view to enabling other uses for the region's mineral coal or the continuity of coal-fired thermoelectric generation with net carbon emissions equal to zero from 2050 onwards (art 5.VI). Amends <a href="https://climate-laws.org/geographies/brazil/laws/law-10-438-2002-establishing-the-programme-of-incentives-for-alternative-electricity-sources-proinfa">Law 10.438/2002, establishing the Programme of Incentives for Alternative Electricity Sources (PROINFA)</a> and law 9.074.

This law aims at promoting the production of cars and the import of auto parts in the country. It sets rules designed to improve energy efficiency and "the protection of the environment". It approves the programa Rota 2030 (Route 2030 programme) to enable these changes.

The present law establishes the National Biofuel Policy - RenovaBio, and details for its principles, objectives, fundamentals and instruments. RenovaBio provides for 1) Biofuels certification, 2) the goals of reducing GHG emissions in the fuel matrix and 3) issue and trading decarbonisation credits(CBios ). Normative Resolution 14/2017 sets the strategy for RenovaBio. Decree 9.308 details the application of the law. Normative Resolution 5/2018 sets annual compulsory goals for the reduction of GHG emissions from fuels.

The <a href="http://www2.camara.leg.br/legin/fed/lei/2015/lei-13203-8-dezembro-2015-782074-publicacaooriginal-148907-pl.html">Law 13.203</a> adds some benefits for renewables, and changes a number of measures in the local electricity sector. It seeks to resolve Brazil's hydrological risk and create a new subsidy model to increase the attractiveness of renewable investments. 
Under the new law, the hydropower generating companies can protect themselves against droughts with the permission to buy and stock renewable energy, in a similar fashion to reserve energy auctions. For generators of solar, wind, biomass and cogeneration power, the government can now also provide rebates of up to 50 per cent in transmission and distribution tariffs. 
The law also lowers the usage fee for new plants of auto-generation renewable systems and facilitates reorganisation of shareholding of special purpose entities to drive investments in new renewable power plants.

The law introduces a Policy for Education on Sustainable Consumption in order to "encourage adoption of consumer practices and production techniques that are ecologically sustainable" (Art 1). 
 
The law defines "sustainable consumption" as "use of natural resources in order to provide quality of life for the present generation without compromising the needs of future generations" (Art 1.1) and it includes among its nine key objectives the"promotion of reduction in consumption of water, energy and other renewable and non-renewable natural resources at the household level and from production, commerce and services" (Art 2.II). 
 
Other objectives include: promoting re-use of and recycling of packaging and products to reduce solid waste and hazardous waste (Art 2.III-IV); encouraging companies to incorporate social, cultural and environmental dimensions in their production and management processes and better management of the whole life cycle of products (Art 2.V-VI); and ensuring the right to information and promotion of environmental labeling and certification (Art 2.VIII). 
 
To achieve these objectives, federal, state and municipal governments are called on to carry out public awareness and media campaigns and train teachers on including sustainable consumption in their curriculum for primary and secondary education (Art 3.I-II).
