Peru's Ministerial Resolution No. 105-2024-MINAM approves the Multi-Annual Strategic Sectoral Plan for the environmental sector 2024-2030, establishing the strategic framework for environmental governance across national, regional and local government entities within Peru's National Environmental Management System. The Plan articulates six strategic sectoral objectives that directly address climate change mitigation and adaptation whilst advancing the energy transition: reducing biodiversity degradation and ecosystem service loss; controlling environmental pollution across air, water and soil components; strengthening the transition to a circular economy with enhanced solid waste management; reducing climate risks and greenhouse gas emissions in alignment with Peru's Nationally Determined Contributions under the Paris Agreement; improving decentralised environmental governance with territorial focus; and enhancing citizens' environmental behaviour. Of particular significance for climate action, Strategic Objective 4 explicitly addresses both adaptation and mitigation dimensions through measures to strengthen climate resilience of populations and ecosystems, implement sectoral GHG reduction strategies, and enhance climate risk monitoring and forecasting systems. The Plan operationalises Peru's commitments under the UNFCCC, the Kunming-Montreal Global Biodiversity Framework, and broader sustainable development objectives, whilst responding to recommendations from the Environmental Performance Review and supporting Peru's OECD accession process.
