The strategy provides a short term framework to guide national development priorities, and underscores the need to mainstream climate change adaptation and mitigation across sectors. It contributes to Rwanda's Vision 2050, as well as addressing more immediate issues. The primary axis of climate action in this strategy is in enhancing agri-food systems, improving wellbeing, economic resilience and also international trade balances through exports. It promotes major investments in irrigation technology and deployment, and landscape-level measures such as agroforestry and forest restoration. It aims to mobilise $3 billion USD for nature and climate issues, and create 1.25 million jobs, upskilling the labour force in crucial sectors for sustainability.
