Decree No. 4.819 - Creates the Adaptation Fund

This Decree creates the Adaptation Fund, whose purpose will be the recovery, construction and reconstruction of the areas affected by the 'La Niña' phenomenon, with legal status, budgetary and financial autonomy, attached to the Ministry of Finance and Public Credit. The purpose of the Fund is the identification, structuring and management of projects, execution of contractual processes, provision and transfer of resources for the recovery, construction and reconstruction of infrastructure (transport, telecommunications), public and social services, housing, economic rehabilitation and other sectors affected by the rainy season and other actions that are required on the occasion of the phenomenon of "La Niña", and prevent its long-lasting effects. It will also aim mitigate and prevent risks, and to protect the population from economic, social and environmental threats.
