Venezuela established a permanent Presidential Commission for Climate Change through Decree No. 4.612. The commission operates under a technical secretariat exercised by the Ministry of Popular Power for Ecosocialism and may convene additional government bodies and subject matter experts as required.The commission's primary functions encompass advising the President on climate change issues, developing proposals for national climate change regulations, and coordinating the creation of the National Climate Change Strategy alongside National Adaptation and Mitigation Plans for presidential approval. Additional responsibilities include ensuring effective technical, administrative and financial information management; strengthening state, regional and municipal monitoring, reporting and verification capacities for climate adaptation and mitigation; and promoting risk management measures to address climate change vulnerabilities and impacts. The commission is empowered to establish working groups for specific topics and must develop its internal operating regulations within ninety days of the decree's publication.
