Framework Act on the Management of Disasters and Safety
Summary
This act requires the government to create a national disaster management plan in cooperation with subnational and local governments, assigns responsibility for disaster management to the Minister of Public Safety and Security, creates a Central Safety Management Committee and Safety Policy Coordination Committee to deliberate on and coordinate national disaster management policies, creates a Disaster Broadcasting Consultative Committee to raise awareness about disaster safety, creates a Private-Public Cooperative Safety Management Committee for organizing public-private partnerships, creates a Central Disaster and Safety Countermeasure Headquarters to manage day-to-day administration and disaster management procedures, requires national and local governments to conduct research on disasters, outlines the procedures for declaring a state of emergency, and clarifies the government's responsibilities during emergency response operations.
