Summary

Japan's Adaptation Plan was first approved by the Cabinet in November 2015 to provide the government with a sectoral and cross-policy framework to prevent and counter adverse effects of climate change.The Plan details 'basic adaptation directions' and 'measures' including regarding agriculture, water environments and fisheries, other ecosystems and economic activity. It further discusses sectoral disaster risk strategies.

The latest National Adaptation Plan was approved by the Cabinet in October 2021 and is set based on the Climate Change Adaptation Act. Updates include setting KPIs for the sector-specific measures and indicators to foster adaptation at national, municipal and citizen levels.
