Outside of national safety concerning the geopolitical balance of power and instability, as well as in today’s digital world, this report includes the security strategy for “a ready and resilient society” to protect national security from climate and natural disasters, and the potential impact of climate change. Specifically for the Netherlands, it discusses the risk of drought, and wildfires, whereas for the Caribbean part of the Kingdom it discusses the threat of hurricanes and its consequences potentially being even greater if critical infrastructure and other processes are protected. It also refers to the rise in sea levels posing a significant threat to the Kingdom of the Netherlands. Moreover, it discusses the social tension that may arise from the increasing inequality or fundamentally different views on how to address climate change and the energy transition. 

Line of Action 9 discusses the need to intensify climate mitigation and adaptation, and discusses the priorities for 2023-2029, below discussed in short:  

A. Achieve climate mitigation goals and reduce international footprint

B. Increase the urgency of the implementation of national and international climate plans and agreements

C. Ensure that the Netherlands is fully circular by 2050

D. Ensure security of supply for critical materials needed for the energy and digital transitions

E. Take into account the risks to national security in the area of spatial planning

F. Strengthen the approach to wildfire prevention

G. Define a long-term approach to the effects of climate change for the Caribbean part of the Kingdom

H. Take climate risks and resilience into account in strategic and security policy

I. Disseminate Dutch knowledge regarding climate vulnerability and risk assessment, and stress the importance of following a conflict-sensitive approach in climate efforts

J. Contribute to greater water security and water safety in fragile states
