The purpose of this Act is to establish basic rules and general principles of national policy in the field of environmental protection and development. Among the objectives pursued is, in particular, the establishment of a specific regime of responsibility guaranteeing the repair of damage to the environment and the compensation of victims. The law comprises 80 articles, divided into 7 chapters.

Article 30 states that the climate must be protected.
