This document sets Mauritius' government strategy for enhancing the role of renewable energy sources within the country's electricity sector. It defines capacity targets to reach by 2025 and 2030. The technologies include solutions generating current from tidal/wave, offshore wind, solar and hydro.

<p>Mauritius' Vision 2030 is a three-year strategic plan that is updated when budget are presented before parliament. It notably identify climate-related priorities and allocates funds to specific adaptation and mitigation projects.&nbsp;</p>


This document aims to enhance food security and nutrition in the country. It recognises the need to adopt "climate-friendly", sustainable agricultural development methods and to safeguard farmers livelihoods. The vision of the plan is stated as follows:&nbsp;“An integrated development to build vibrant non-sugar agriculture and agri-business sectors that utilise natural resources sustainably, contribute significantly to national food security and safety, empower producers to higher productivity, and enhance the welfare of the farming community.”<br><br><br>A new version of the plan is due to be released in 2021 or 2022.&nbsp;

This Strategy sets the country's energy vision over the medium and long term, emphasising environmental sustainability as a key aspect. The Strategy notably calls for energy security, encourage energy efficiency through legal, administrative, communication and sectoral actions, improve demand side management, encourage the uptake of sustainable buildings, and foster the production and use of renewable resources, including bagasse, solar, wind and hydro. Technology transfer is encouraged. An energy strategy for the transport sector is further laid out to promote the use of buses and promote low emission vehicles and fuels. Financial incentives, including carbon financing, are discussed.

<p>This document aims at consolidate several sectoral and cross-sectoral policy goals under one common approach of environmental management. Climate change impacts are one of the key challenged considered by the document to handle in order to achieve resilience.<br><br>One of the national target concerning the built environment is to establish new constructions and building standards in the context of climate change and Tsunami (viii). The policy further seeks to enhance preparedness of the country to address the impacts of extreme weather events, climate change, including sea level rise, and other environmental disasters.<br><br>The policy further aims at fostering renewable energy production and energy efficiency.</p>


This Act sets Mauritius' budget for the fiscal year 2021-2022. It amends existing legislation to insert climate-related clauses. It notably 1) grants to the Bank of Mauritius the ability to issue guidelines, directives, rules or instructions regarding the framework for the issue of sustainable bonds, including blue and green bonds (by amending the Bank of Mauritius Act), 2) improves the legal framework to support the production and use of renewable energy sources, including biomass.

The Prime Minister's budget speech included an announcement of a coal use phase-out by 2030.

<p>This document is Mauritius' framework climate law. Parts II, III and IV of the Act create climate-focused institutions and bodies and set their attributions. <br><br>Part II of the document creates the Inter-Ministerial Council on Climate Change, which is in charge of setting national objectives, goals and targets with a view to making Mauritius a climate change-resilient and low emission country.<br><br>Part III creates the Department of Climate Change within the Ministry responsible for climate matters. The Department's attributions encompass broad policymaking duties, including the following: 1) promoting adaptation and mitigation measures in all sectors, 2) establishing mitigation procedures and reporting mechanisms, 3) establishing and maintaining a climate change database, 4) promoting the implementation of Article 6 of UNFCCC on education, training and public awareness on climate change and related matters, 5) monitoring the implementation of mitigation and adaptation policies, and 6) annually publish the National Inventory Report on greenhouse gas emission by sources and removal by sinks. <br><br>Part IV creates the Climate Change Committee and charges it with a range of coordination and recommandation missions. <br><br>Part V mandates the Department, in collaboration with other executive bodies, to formulate a National Climate Change Adaptation Strategy and Action Plan, a National Climate Change Mitigation Strategy and Action Plan, and a National Inventory Report. It also sets a number of further procedural and reporting duties, and obliges departments to undertake public consultations when developing climate-related strategies and policies. <br><br>Part VI defines the legal applicability of the Act to the island of Rodrigues, for which dedicated institutional bodies will be created, and strategies and policies will be developed.<br><br>Part VII contains implementation, enforcement, liability, consequences of liability and confidentiality clauses. It also amends the Beach Authority Act, the Environment Protection Act, the Local Government Act, the <br>Pas Géométriques Act, the Planning and Development Act, the State Lands Act and the Tourism Authority Act with climate-related clauses.&nbsp;</p>


This law creates a National Disaster Risk Reduction and Management Council to formulate a National Disaster Risk Reduction and Management Policy and a National Disaster Risk Reduction and Management Centre to act as the main institution in Mauritius for coordinating and monitoring the implementation of disaster risk management activities. It also requires the government to, through these institutions, create a National Disaster Risk Reduction and Management Strategic Framework and a National Disaster Risk Reduction and Management Plan for implementing concrete disaster risk management measures.

This Act establishes the Mauritius Renewable Energy Agency.

The Agency's missions are to 1) promote the adoption and use of renewable energy with a view to achieving sustainable development goals, 2) advise on possible uses of liquid natural gas, 3) create an enabling environment for the development of renewable energy, 4), increase the share of renewable energy in the national energy mix, 5) share information and experience on renewable energy research and technology, and 6) foster collaboration and networking, at regional and international levels, with institutions promoting renewable energy.

The Act further defines the functions, powers, composition and financing of the Agency.

In the past two decades, there has been an 83 per cent global increase in the frequency of major climate-related disasters, such as floods, droughts, heatwaves, and violent maritime weather. Low- and middle-income economies bear the heaviest burden related to these events. Yet climate adaptation investments in the most vulnerable, least prepared states are often too few and too far between to meet their adaptation needs. The estimated annual cost of adaptation in these countries is expected to reach as much as 500 billion per year in 2050. To meet the adaptation needs of the most vulnerable countries, public and private financiers have to work together in investment partnerships. This is the driving force behind Project GAIA.   

Project GAIA will establish a blended finance platform that offers long-term loans for climate adaptation and mitigation investments in 19 of the most climate vulnerable countries in the world - making funding accessible through sources previously unattainable to participating countries. To answer to the immediate needs of developing countries, the platform allocates 70 per cent of its portfolio investments towards adaptation projects; with a further allocation of 25 per cent for Least Developed Countries and Small Island Developing States, ensuring that funding reaches the most climate vulnerable communities. The project targets countries facing similar challenges in accessing climate finance for their pipeline of high-impact adaptation projects.



SGP-OP8 builds on 30 years of successful experience in empowering local CSOs and CBOs in community driven initiatives that have enhanced wellbeing, increased awareness and resilience, and generated global environmental benefits. With economic development pressures intensifying in the developing world and the associated rising inequalities, local communities, particularly vulnerable and disadvantaged groups are becoming increasingly marginalized. The objective of Part 1 of SGP OP8 is to engage local CSOs/CBOs in landscape-seascape approaches across the 99 participating countries, providing them access to knowledge and information, capacitating them through learning-by-doing, skills development, and delivering technical and grant assistance for interventions that enhance socioeconomic conditions and generate global environmental benefits. In line with the GEF-8 SGP Implementation Arrangements Paper, core SGP resources are to be allocated equally among all eligible countries.

The proposed strategy, elaborated through four complementary outcomes, reflects the key features of GEF Small Grants Programme 2.0, including new approaches to support youth, women and Indigenous Peoples, linking up with complementary partnerships, cooperating with the two additional GEF agencies, and leveraging opportunities with other GEF programs. SGP-OP8 will facilitate opportunities for innovation and scaling up, catalyze multi-stakeholder alliances, and leverage dialogue platforms for greater impact.

An important comparative advantage of SGP is the focus on social inclusion and vulnerable groups, including women, Indigenous Peoples, persons with disabilities, the elderly and youth. Expected results under OP8-Part 1 include 225,000 ha of land and ecosystems under restoration, 3,800,000 ha of landscapes under improved practices, 90,000 ha of marine protected areas under improved management, 270,000 ha of marine habitat under improved practices, and 500,000 direct beneficiaries, of whom 250,000 are women.

To support forty-three (43) developing countries to prepare and submit Biennial Transparency Reports (BTRs) and National Communications (NCs) that comply with the United Nations Framework Convention on Climate Change (UNFCCC)/Paris Agreement (PA) reporting requirements; and respond to their national development goals.

Comoros, Madagascar, Mauritius and Seychelles, located in the Southwest Indian Ocean region, are highly vulnerable to climate change. Tropical cyclones are the most frequent catastrophic hazards in the region and have been responsible for significant human and economic losses.

This project will support these countries overcome barriers in managing the risks and impacts of climate-induced disaster. By implementing a multi-hazard early warning system, the project will equip decision makers and communities with adequate tools to prepare for and adapt to climate variability and change.
