In January 2026, Paraguay published Resolution No. 047, formally creating the National Registry of Mitigation Projects as part of the National Carbon Credit Registry and establishing the mandatory registration procedure for mitigation activities in the country. The resolution introduces a centralized administrative framework to identify, classify, and ensure traceability of projects that generate or may generate carbon credits within Paraguay.

Mandatory Registration Requirement
- Registration is mandatory for all mitigation projects (reduction, avoidance, capture, or removal of GHGs).
- Applies regardless of sector, scale, or certification standard.
- Required prior to initiating certification with any carbon standard.

Transitional Provisions
- Projects already in the certification cycle must register by March 15, 2026.
- Deadline is non-extendable.
- Non-compliance constitutes an administrative offense.

Fees
- Registration fee: 150 daily minimum wages (PYG 16,725,300; approximately USD 2,590, exchange rate of 1 USD = PYG 6'457.42 as of February 23, 2026) as a one-time payment.
- Exemption: Projects led by indigenous communities.
- Modifications to registered projects are also subject to fees.

The strategy aims to establish a comprehensive framework for developing Paraguay’s green hydrogen economy—not just production, but the entire value chain—with a focus on sustainable development from environmental, social, and economic perspectives. It seeks to:

<li>Develop a regulatory framework: Create laws and policies tailored to Paraguay for the safe, efficient, and sustainable production, storage, transport, and use of hydrogen. This includes public awareness and education.</li>
<li>Leverage natural and geographic advantages: Use Paraguay's renewable energy potential, especially hydro resources, to become a key regional producer and exporter of green hydrogen and its derivatives.</li>
<li>Attract investment: Build a stable and robust regulatory environment that encourages high-quality investments aligned with national development and sustainability goals.</li>
<li>Ensure sustainable industry growth: Plan for hydrogen production and distribution in a way that maximizes national benefits and promotes responsible use of resources.</li>
<li>Boost industrial development: Promote new industries, such as green fertilizer production, and help existing ones decarbonize—driving economic growth and creating quality jobs.</li>
<li>Strengthen strategic autonomy: Develop a resilient, self-sufficient energy system that enhances Paraguay’s industrial and technological capabilities while reducing reliance on fossil fuels.</li>
</ol>
Embedded on these goals, the strategy lays down six fundamental pillars, structured into 19 lines of action and 55 specific measures. The pillars under which the measures and lines of action are grouped cover key areas such as (i) green hydrogen production, (ii) the use of water for green hydrogen production, (iii) end uses and applications of green hydrogen, (iv) renewable electricity generation, access to the electricity grid, (v) infrastructure, logistics, safety, and (vi) a set of cross-cutting elements around regulation, standardisation and harmonisation, capacities, dissemination, awareness-raising and governance.

Decree No. 3369 establishes Paraguay’s first formal legal framework for carbon market activities by implementing and regulating <a href="https://app.climatepolicyradar.org/document/law-7190-2023-of-carbon-credits-ley-no-7190-de-los-creditos-de-carbono_7748" target="_self"><ins>Law 7190/23</ins></a>,, as mandated in Chapter V, Article 25 of the law.
The Decree aligns Paraguay’s carbon market regulations with the Paris Agreement, particularly Article 6, which encourages international co-operation to support the achievement of nationally determined contributions (NDCs) through mitigation and adaptation measures. It also aligns with constitutional principles set out in Article 7, which recognises the right of every person “to live in a healthy and ecologically balanced environment”, and Article 8, which establishes that “activities likely to cause environmental alteration shall be regulated by law”.
The Decree creates the Carbon Markets Directorate (DMC), responsible for implementing, supervising, and regulating the carbon market system in Paraguay. It also outlines the foundational rules for the Carbon Credit Registry (created by Law 7190/23), ensuring transparency and traceability through measurable and verifiable data related to carbon credits, Internationally Transferred Mitigation Outcomes (ITMOs), and NDC compliance projections.
