Summary

This Act incorporates the relevant regulations of the European Union and regulates:a) support for electricity, heat and biomethane from renewable energy sources (hereinafter referred to as "renewable source"), secondary energy sources (hereinafter referred to as "secondary source") and high-efficiency combined heat and power generation, transitional transformation support for heat in thermal energy supply systems and ensuring the adequacy of this support, the performance of state administration and the rights and obligations of natural and legal persons related thereto,b) rules for the development and regulation of supported energy sources,c) conditions for issuing, registering and recognizing guarantees of origin of energy from renewable sources and from high-efficiency combined heat and power generation,d) conditions for issuing certificates of origin for electricity produced from high-efficiency combined heat and power generation or secondary sources,e) financing the support of electricity from supported sources, heat and biomethane from renewable sources and providing a subsidy to the market operator to cover these costs,f) electricity generation from solar radiation,g) rights and obligations of persons supplying fuel and electricity for transport purposes,h) rights and obligations of persons who consume hydrogen in industry,i) the competence of public administration bodies in individual areas of this Act.

The purpose of this Act is, in the interests of climate protection and environmental protection:a) support the use of renewable sources, secondary sources and high-efficiency combined heat and power generation,b) ensure an increase in the share of renewable sources in final energy consumption to achieve the set objectives,c) contribute to the prudent use of natural resources and the sustainable development of society,d) create conditions for fulfilling the binding target and contribution of the Czech Republic to the share of energy from renewable sources in gross final energy consumption in the European Union, while taking into account the interests of customers in minimizing the impact of support on energy prices for customers in the Czech Republic,e) create conditions for meeting the targets for the use of energy from renewable sources in the heating and cooling sector and in the transport sector,f) create conditions for the share of renewable hydrogen of non-biological origin in hydrogen in industry to be at least 42% by 2030 and 60% by 2035.
