Summary

The Norwegian government has a broad policy to reduce greenhouse gas emissions throughout the economy. The government's policy is based on the fact that the transition will require a combination of instruments. Pricing emissions through climate taxes and participation in the EU's emissions trading system (EU ETS) will also be a main instrument in Norwegian climate policy in the future. Support for research and technological development is important for developing the necessary new solutions for emission reductions.

This white paper provides direction for the main lines of climate policy towards 2035, and presents the government's climate policy related to key areas of society: expertise and knowledge, business, the municipal sector and the food system.
