The Colombian Low-Carbon Development Strategy (ECDBC) was launched in February 2012 as a tool to deliver the objectives of the National Development Plan 2011-2014 and the CONPES Document on Climate Change by promoting efficient low-carbon growth. It foresees the identification of a GHG emissions baseline and the formulation and implementation of low-carbon development plans for the sectors of energy, mining, agriculture, transport, industry, waste and construction. The ECDBC (Strategic Framework for the Integrated Management of National Climate Change) is an intersectoral planning and implementation process for the comprehensive management of national climate change. The goal is to facilitate the planning, implementation, and capacity building in various ministries to achieve the country’s climate goals for the short, medium, and long term, aimed at achieving carbon neutrality and climate resilience within the framework of sustainable development. These goals are defined in the National Development Plans (PND), Nationally Determined Contributions (NDC), and the Long-Term Climate Strategy (E2050).The strategy is divided into 4 phases. At the end of phase 2 – Planning (2019-2023), medium- and long-term climate scenarios and targets were updated, incorporating adaptation, cross-cutting approaches, and climate justice in the public policy tools and strategies for climate change. The phase 3 is called present and runs from 2024 to 2030 and the phase 4, future, from 2030 to 2050.
