Summary

This Act regulates energy consumption and promotes conservation practices across Malaysia. This Act is designed to lead to the reduction in carbon emissions and aligns with the country’s ambition to achieve carbon neutrality by 2050.


The Act applies to large energy consumers, specific buildings and energy-using products, outlining roles and responsibilities for various stakeholders. The Energy Commission (EC) advises the Ministry of Energy Transition and Water Transformation on energy efficiency policies, recommends laws, regulations and measures for effective energy management and enforces compliance with energy efficiency standards.


Energy consumers must apply to the EC for an energy intensity label to be issued in respect of the building and appoint a Registered Energy Manager (REM), who will be responsible for implementing and monitoring energy management systems, preparing energy efficiency reports and advising on energy-saving initiatives. They must also develop an Energy Management System (EnMS) and submit reports to the EC. Energy-using products must be sold with an energy efficiency rating label.
