The Policy is structured in four parts:
Energy Policy 2005-2030
Summary
- Strategic guidelines;
- Short term (2015), medium term (2020) and long term (2030) targets;
- Action to reach these targets;
- Analysis of the permanent energy situation on a country, regional and global level.
The main objective of the Policy is to satisfy the energy demand at costs that are adequate for all social sectors and that contribute to the country's competitiveness, promoting healthy energy consumption habits and seeking the country's energy independence within a framework of regional integration. It aims to do so through means of sustainable economic and environmental policies, the energy policy being an instrument to develop productive capacities and promote social integration.
To achieve this objective, the Policy is structured into four strategic axes:
- Institutional axis;
- Supply axis;
- Diversification of the energy matrix, seeking to reduce dependence on oil and encouraging the participation of indigenous energy sources, particularly renewables.
- Demand axis;
- Social axis.
The quantifiable targets are as follows:
- Short term targets (2015)
- The share of indigenous renewable sources is 50% of the total primary energy matrix; in particular
- The share of non-traditional renewable sources (wind, biomass waste and micro-hydro generation) is 15% of electricity generation;
- 30% of the country's agro-industrial and urban waste is used to generate various forms of energy;
- Oil consumption in the transport sector has decreased by 15% compared to BAU scenario;
- Universal access to energy has been extended to reach 100% electrification of the country.
- The share of indigenous renewable sources is 50% of the total primary energy matrix; in particular
- Medium term target (2020)
- The country's energy consumption has decreased by 20% compared to BAU scenario.
- Long term target (2030)
- The country has saved at least 10 billion since 2010 by substituting energy sources and promoting energy efficiency.
