This Executive Order lays down detailed rules for public bodies on energy savings and renovations of public bodies' buildings and rules for contracting authorities and entities on energy efficiency in procurement.
Public bodies shall achieve annual total energy savings in their final energy consumption of at least 1.9% compared to the body's total final energy consumption in 2021. The final consumption of energy by the armed forces and public transport is not covered by this requirement for annual energy savings.
Public bodies shall annually achieve total energy savings in their owned, leased or used buildings.
