The plan aims to promote sustainable socioeconomic development nationally, building on the aims and achievements of the previous three National Development Plan cycles. It acknowledges climate as a major threat to sustainable development, and among its solutions emphasises appropriate land administration, forest and wetland restoration, wide-ranging rural and urban adaptation, improving capacity to access climate finance, and promoting clean cooking fuels to replace wood biomass. For climate adaptation, which receives particular emphasis, key measures include enhanced irrigation and increasing water storage capacity by around 20% over the 2025-2029 period.
