Summary

This Plan sets out the direction for Japan's countermeasures, including the integrated improvement of the environment, economy and society; green recovery from Covid-19; changing the awareness, behaviour and cooperation of all actors; and contributing to GHG reductions and decarbonisation technologies. The Plan sets out the plans for reducing various GHGs and carbon sinks, including carbon pricing. The Plan also outlines the roles of the state, local governments, businesses and citizens. The measures are aligned to the Paris Agreement and the overseas deployment of countermeasures is also stated.

The Plan was revised on 18 February 2025, alongside the submission of Japan's second NDC. The revised Plan sets the targets of reduction of greenhouse gases in FY2035 and FY2040 by 60% and 73% respectively from FY2013.
