This Law seeks to improve climate governance, reduce greenhouse gas emissions, mobilise financing, increase resilience, and integrate vulnerable populations into climate strategies. It lists the obligations of the State, the local authorities, the private sector, civil society and individuals in respect of combating climate change. The government is to formulate the national policies, strategies and plans on mitigation and adaptation.
This Law lists mitigation measures in various sectors, including agriculture, forestry and land use, energy, transport, buildings, waste and industry, and adaptation measures in relation to agriculture, forestry and land use, water, coastal erosion, and disaster risk management, health, the urban environment, and tourism.
The Law provides for the establishment of a government organisation to combat climate change, with the details to be determined by ministerial decree.
There are also provisions on capacity-building and education, research and development, and participation in carbon markets.
