Summary

The Law addresses the impacts of climate change on three key levels: 

1. Protection of water, forests, and the natural environment. 

2. Creation of sustainable and resilient urban areas and related spatial and urban planning issues. 

3. Promotion and modernisation of renewable energy sources, including services to reduce energy costs for vulnerable households, and the support of local self-government organisations for sanitary improvements and municipal water supply and sewerage services through the establishment of appropriate programs.

To achieve these objectives, the Law outlines the following provisions:

a) Establishment of a legal entity to protect and manage water resources. 

b) Regulation of water and sewerage companies, as well as updates to the maintenance and operation contracts for the external water supply system in the greater area of the capital. 

c) Create hybrid cooperative schemes and regulate public forest management, protection, and exploitation. 

d) Institutionalization of urban policies and urban resilience plans. 

e) Updating the operating framework of the Natural Environment and Climate Change Organization. 

f) Modernisation of the licensing process for renewable energy sources and offshore wind farm projects. 

g) Provision of subsidies for electricity consumption.
