Summary

Published by Chile's Environmental Assessment Service (SEA) in December 2025, this is the first edition of the Methodological Guide for the Estimation and Reporting of Greenhouse Gases (GHGs) and Short-Lived Climate Forcers (SLCFs). Its publication was prompted by the amendment to the SEIA Regulations under Supreme Decree No. 30 of 2023, which established, as minimum content for Environmental Impact Statements and Studies, the requirement to include "emissions, including greenhouse gases and short-lived climate forcers, from the project or activity and the abatement and control measures contemplated."

The Guide standardises criteria and procedures for estimating GHG and SLCF emissions from projects or activities submitted to the SEIA. It covers stationary and mobile combustion sources, industrial processes, product use, and fugitive emissions. Emissions must be reported in tonnes per year for each project phase and, in the case of GHGs, are also recommended to be expressed in CO₂ equivalent using the IPCC's Global Warming Potentials. The Guide also includes guidance on presenting abatement and control measures.
