Summary

With the Climate Adaptation Plan II, the government will take greater responsibility for coastal protection in Denmark. The government will create an investment plan for coastal protection that will ensure a strategic and cross-cutting prioritization of coastal protection projects, so that Denmark is better equipped against the threat from the sea. The government will allocate DKK 14.9 billion for the investment plan up to 2040. With that money, Denmark can build dikes, high water walls and other protection along coasts throughout the country, where there is a significant risk of flooding. With the investment plan, the government proposes a new financing model, where the state will assume a significantly greater responsibility for financing and thus support the municipalities' prioritization of coastal protection.

As part of the further work, a decision must be made on how large a share of the state expenses that landowners will subsequently be charged. The government has set up an expert group to distribute a possible financial contribution to the construction of coastal protection between the landowners, including citizens, businesses and infrastructure owners who obtain protection for the projects. At the same time, the state will take the initiative to initiate feasibility studies as a supplement to municipal feasibility studies. This work has already begun with the acceleration package, where feasibility studies will be carried out for Esbjerg, Kerteminde, Korsør, Vejle and the section from Risskov to Egå near Aarhus in 2026.
