Subsidy for hydrogen production by electrolysis (OWE)

In order to meet the Dutch climate targets, the government wants to encourage the production of renewable hydrogen with an electrolyser. For the production, large electrolysis plants are needed. The subsidy for hydrogen production by electrolysis (OWE) is for companies that realise and use hydrogen production plants for the production of renewable hydrogen. For this, an electrolyser must have a capacity of 0.5 to a maximum of 50 megawatts. This scheme aims to make the investment in, and operation of, electrolysis plants more attractive. The OWE subsidy is a combination of an investment subsidy, and operational subsidy: you only receive the subsidy if you also produce hydrogen with your hydrogen production plant. 

The budget for the 2023 subsidy round was € 245.600.000. In 2024 a second round of applications will take place.
