The 7th National Energy Plan 2015-2030, published by Costa Rica's Ministry of Environment and Energy, aims to reach the objective of "energy sustainability with low emission levels" and supports the continuation of renewable energy development, energy efficiency and low-carbon emission transport. Energy currently constitutes 80% of Costa Rica's GHG emissions. 
It complements the National Development Plan 2015 -2018, which also calls for enhancing the use of renewable sources and improving efficiency in the use of energy, especially in the public sector (sectoral objectives 2 and 3). 
The Plan defines energy efficiency and distributed electricity generation as priorities for action and calls for the renovation of the vehicle fleet to include low carbon technologies, the promotion of sustainable public transport and the mainstreaming of clean fuels, in particular biofuels. Altogether, the Plan is organized along seven axes - four in the electricity production sector and three in the transport sector:

For each strategical axis, the Plan defines a set of concrete objectives (institutional and administrative reforms, new efficiency standards and certification, tariff adjustments, creation of funds, etc.), with varying deadlines for short/medium/long term. 
Concrete objectives include:

<li>Expand renewable energy projects to reach 731.9 MW by 2018, additional 470 MW over 2019-2023, and additional 910 MW over 2024-2030 (subject to revision)</li> 
<li>Expand the transmission lines by additional 313.5 km by 2018</li> 
<li>Expand the distribution grid by additional 1921 km by 2018</li> 
<li>By 2030, all houses not connected to the grid should have individual photovoltaic systems</li>

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

A tax advantage is a fiscal incentive where the government reduces or exempts selected activities, goods or actors from taxes.

A subsidy is a direct or indirect payment to individuals or businesses, typically provided as a government cash payment or a specific tax reduction.

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Zoning and spatial planning are both methods for guiding the distribution of people and activities in a space, and are regulatory restriction.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

Procedural justice means ensuring that decision making is safe, transparent and inclusive, emphasizing the agency and influence of vulnerable groups and those most impacted.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
