<p>This act requires government to establish a risk management system specifically for the agricultural sector. It also establishes a compensation scheme for loss and damage caused by disasters that affect agricultural production, creates an insurance scheme for agricultural producers, funded partially by government subsidies and partially by international aid.</p>
