Green Growth and Climate Resilience - National Strategy on Climate Change and Low Carbon Development

The Strategy seeks to meet development goals while reducing the country's vulnerability through mitigation and adaptation. The key mitigation strategies are: promoting geothermal power generation, with an estimated potential of 700 MW, enough to meet all of Rwanda's demand if implemented by 2020; integrated soil fertility management, which would cut use of inorganic fertilisers, improve soil structure and the water retention capacity of soil; and high density walkable cities, fighting anticipated trends of energy-intensive urban sprawl on hilly terrain. &nbsp; &nbsp;Key adaptation elements are irrigation infrastructure, which will reduce uncertainty regarding rainfall variation; a robust road network to mitigate loss of food during transport to markets and to ensure access during extreme weather events; the establishment of a centre for climate knowledge for development; and development of agroforestry. &nbsp; &nbsp;The strategy calls for existing programmes to be used to make quick advances - the Integrated Development Programme (IDP) to facilitate implementation of climate-resilient low-carbon development in rural areas; the National Fund for Climate and Environment (FONERWA) to facilitate access to international climate finance, especially Fast Start Finance for adaptation; implementing measuring and reporting of cross-sectoral energy use for planning and international reporting purposes; setting up an online Climate Portal to communicate the National Strategy to the public and the international community. &nbsp; &nbsp;Nine working papers have been produced: Cities and the Built Environment Sector; Water Sector; Agriculture Sector; Energy Sector; Finance Sector; Forests and Tree-based Systems Sector; Land Sector; Mining Sector; Transport Sector.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Air pollution involves harmful contaminants in the air, affecting both indoor and outdoor environments. It can lead to health issues like respiratory diseases and heart problems, and climate impacts such as global warming. Pollutants can damage plants, trees, habitats, and water bodies like rivers and lakes.

Activities that provide lodging, food, and entertainment services to guests, including hotels, restaurants, and resorts.

A commitment to balance GHG emissions with removal by a certain point in time, effectively reducing the net emissions to zero

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Geohazards are adverse geological phenomenon's that are capable of causing widespread damage or loss to property, life and the environment, such as earthquakes, volcano eruptions and tsunamis. Climate change can increase the frequency and severity of some geohazards, such as landslides, and soil erosion.
