In June 2017, Sweden's Riksdag introduced a climate policy framework with a Climate Act for Sweden. This framework sets out implementation of the Paris Agreement in Sweden.By 2045, Sweden is to have zero net emissions of greenhouse gases into the atmosphere. It outlines the government's policy towards mitigating emissions, as well as specific targets for emissions reductions. It contains three pillars for Sweden's climate change policy: (1) the Climate Act, (2) new goals for emissions reductions, and (3) establishing a climate policy council. The Climate Act provides that Sweden's climate policy must be based on its climate goals, requires the government to present a climate report every year in its budget bill and produce a climate policy action plan that describes how it will achieve its climate goals and balance climate policy goals and budget policy goals. The new emissions reductions it sets are: by 2030, Sweden will reduce emissions from domestic transport, excluding domestic aviation, by at least 70% and will reduce emissions from sectors covered by the EU Effort Sharing Regulation by at least 63%; by 2040, Sweden will reduce emissions from sectors covered by the EU Effort Sharing Regulation by at least 75% compared to a 1990 baseline; by 2045, Sweden will achieve carbon neutrality. The Climate Policy Council will support the government by providing an independent assessment of whether the overall policy presented by the government is compatible with its climate goals. The council will also evaluate the likelihood of achieving the government's climate policy goals in various policy areas.

An aim to achieve a quantifiable outcome within a given time-frame, set by an institution such as a national government.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Groups of people who are adversely affected by climate change or the response to it

A set of principles, processes, and practices that build economic and political power to shift from an extractive economy to a regenerative economy.

Justice is the ethical and political framework that addresses fairness, including issues of responsibility, rights, and structural inequity.

Renewable energy means all forms of energy produced from renewable sources in a sustainable manner.

Fossil fuel is a generic term for non-renewable energy sources such as coal, fossil gas, and oil (including crude oil, and petroleum products), that can be used for electricity and heat generation. Fossil fuels are hydrocarbons formed from pressurised and heated organic material buried over millions of years.

Molecules in the atmosphere that play a key role in the greenhouse effect by trapping heat radiating from Earth’s surface.

Area of the economy in which actors engage in identical or related activities.

In human systems, the process of adjustment to actual or expected climate change and its effects, in order to moderate harm, increase resilience or exploit beneficial opportunities. In natural systems, the process of adjustment to actual climate change and its effects; human intervention may facilitate adjustment to expected climate change and its effects.

The management and allocation of funds, assets and investments to meet various objectives

Tradable permits are market-based tools that grant permission for specific activities, frequently used to regulate emissions. These permits can be issued within a trading system to manage environmental impacts.

A target to reduce the prevalence of a greenhouse gas over a specific time frame

A commitment to balance GHG emissions with removal by a certain point in time, effectively reducing the net emissions to zero

A long-lived, colourless gas, chiefly emitted from fossil fuel combustion, deforestation and cement production.

Investment in electricity transmission and distribution systems capable of integrating renewable energy, supporting electrification and strengthening energy system resilience.

This sector involves activities to move goods and people, alongside the storage of products.

Activities that involve the cultivation of crops and raising of livestock for food, fibre, and other products essential for human life and industry.
