<p>The law introduces the framework for financial mechanisms to stimulate biofuels and other alternative fuels in order to save energy resources and reduce dependence on imports. It aims at reducing environmental impact by using various kinds of waste as raw material for the production of alternative fuels. The law foresees support to develop scientific and technical basis of production of alternative fuels, as well as support of entrepreneurship. It aims to prevent the creation of artificial monopolies of alternative fuels.The law was amended several times. In 2009 was introduced biofuel blending mandates, in 2012 the amendment law 4970-VI (2012_ promotes the use of alternative fuels to 20% of the total amount of fuel consumption in 2020. It establishes the amount of ethanol content in gasoline produced and sold: recommended content not less than 5% (by volume) in 2013; mandatory content not less than 5% (by volume) in 2014-2015; and mandatory content of not less than 7% (by volume) from 2016.In 2024 it was enacted the Law No. 3769-IX also amending the main legislation. This law requires the mandatory blending or utilisation of liquid biofuels in transport fuel to support emissions reductions in the sector and reduce fossil fuel dependence. A mandatory content of 5% liquid biofuel is required. It also establishes regulatory and sustainability requirements for fuel suppliers and supports the domestic biofuel market.Lastly, in 2026, it was enacted the Law 4777-IX, which amongst other provisions also amend the Law 1391-XIV. This piece of legislation legally defined mandatory proportion of liquid biofuel (biocomponents) content, which applies from July 1, 2026, means the content of liquid biofuel (biocomponents) in all volumes of automotive gasolines sold from wholesale fuel trade points, retail fuel trade points, except for gasolines with an octane number of 98 and above and gasolines supplied for the needs of the Ministry of Defense of Ukraine, the central executive body implementing state policy in the field of state material reserves, in which the total bioethanol content is more than 7 percent by volume, provided that the mass fraction of oxygen does not exceed 3.7%.</p>
