This Spanish long-term strategy outlines the roadmap for Spain to achieve climate neutrality by 2050, aligning with the European Union's commitment under the European Green Deal and the Paris Agreement. Recognising Spain's vulnerability to climate change, the strategy aims to transform the economy to achieve net-zero greenhouse gas emissions by 2050, with intermediate milestones in 2030 and 2040. It emphasises leveraging the opportunities presented by this transition for economic modernisation and increased competitiveness, while ensuring a socially just and inclusive process that leaves no one behind.
The strategy is built on the principle of technological neutrality, encouraging the development of cost-effective decarbonisation solutions across all sectors. It seeks to provide long-term signals to investors and stakeholders, fostering innovation, job creation, and strengthening Spain's research and development capabilities. This plan builds upon existing frameworks like the National Integrated Energy and Climate Plan (PNIEC) and emphasises the importance of a just transition, addressing energy poverty, and adapting to the impacts of climate change. The strategy also recognises the need to accelerate the ecological transition as part of the post-COVID-19 recovery efforts.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Pollutants can damage plants, trees, habitats, and water bodies like rivers and lakes.

Activities that provide lodging, food, and entertainment services to guests, including hotels, restaurants, and resorts.

A commitment to balance GHG emissions with removal by a certain point in time, effectively reducing the net emissions to zero

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Fossil gas, commonly known as natural gas, is a fossil fuel consisting chiefly of methane with smaller amounts of other hydrocarbons and trace gases, found in underground deposits.

Heat extracted from the ground, usually in the form of hot water or steam and typically referred to as hydrothermal fluid.

The release of heat-trapping gases, primarily from human activities such as burning fossil fuels, agriculture and industry.

Actions to adapt and increase the resilience of rural and urban infrastructure and settlements to climate change.

Any substance with chemical properties that can cause physical harm to people or damage the environment, including ammonia, carbon monoxide, phosphine, chlorine, arsenic, cadmium, mercury, pesticides, dioxins, microplastics, benzene, asbestos, aflatoxins, fluoride, methanol, and toxins from marine sources.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
