The National Emissions Reduction Programme (NERP) is the fundamental conceptual material in the area of air quality and reduction of emissions from sources of air pollution. It is implemented on the basis of Article 8 of Act 201/2012 Coll., on Air Protection. The first Programme was adopted in 2007 and its latest version was approved in December 2023. The Programme complies with the requirements set by the Directive (EU) 2016/2284 on the reduction of national emissions of certain atmospheric pollutants for so called national air pollution control programmes (Article 6 of the Directive). The main objective of the NERP is to meet the national emission reduction commitments applicable from 2020 to 2029 and from
2030 onwards, as laid down by the Directive. For the implementation of the Programme a set of 3 priority measures, 11 subsidiary measures and 6 cross-sectional measures has been introduced at the national level directly aimed to reduce emissions and to improve air quality.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

This sector involves activities to move goods and people, alongside the storage of products.

Fossil gas, commonly known as natural gas, is a fossil fuel consisting chiefly of methane with smaller amounts of other hydrocarbons and trace gases, found in underground deposits.

Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.
