<p>Ordinance RD‑02‑20‑3 sets out the technical requirements for the energy performance of buildings in Bulgaria, including calculation methods, minimum performance standards, and energy classification. It applies to both new buildings and major renovations, specifying how energy demand, heat loss, and building envelope performance should be assessed. The regulation establishes the national methodology for energy performance calculations, defines energy efficiency classes, and sets minimum thresholds for energy consumption in heating, cooling, ventilation, and lighting. It ensures that Bulgaria’s building stock progressively meets higher energy efficiency and climate objectives.</p>
