<p>The National Electric System Development Program (PRODESEN) 2024-2038 is one of the Mexico’s principal public policy instrument for the annual planning of the National Electric System (SEN) over a fifteen-year horizon, aligned with the National Development Plan (PND) 2019–2024 and embodying the current government’s energy policy objectives in the electricity sector. It integrates key components from related planning frameworks, such as the Indicative Programme for the Installation and Retirement of Power Plants (PIIRCE), and the expansion and modernisation programmes for the National Transmission Network (RNT) and General Distribution Networks (RGD). The PRODESEN prioritises the role of the state-owned Federal Electricity Commission (CFE) in generation, transmission, and distribution, with plans to develop new power plants, rehabilitate and modernise hydroelectric facilities, and enhance system reliability, efficiency, and affordability.In terms of climate change and energy transition, the PRODESEN is underpinned by Mexico’s commitments to international environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, and the 2030 Agenda for Sustainable Development, with a focus on reducing GHG emissions and promoting sustainable energy practices. It outlines a structured approach to increasing clean and renewable energy generation, emphasising the gradual and orderly integration of these sources into the energy mix, supported by necessary grid infrastructure development. The programme also highlights energy efficiency, electromobility, and the expansion of electricity access to rural and marginalised urban areas, aligning energy policy with environmental protection and sustainable development goals, while ensuring system stability and economic viability.</p>

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Hot temperature extremes are daily maximum temperatures  that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
