<p>This federal regulation operationalises the General Law on Climate Change by establishing the framework for Mexico’s National Emissions Registry. It applies across Mexican territory and is administered by the federal executive.  This regulation imposes mandatory annual reporting requirements on facilities from key sectors (energy, industry, transport, agriculture, waste, commerce, and services) that emit over 25,000 tonnes of CO₂ equivalent. Reporting covers both direct and indirect emissions. Facilities must also submit an independently verified emissions report every three years, and SEMARNAT retains authority to request clarifications and corrections. The regulation also enables the voluntary registration of emission mitigation projects.To support technical implementation, the regulation mandates the adoption of specific agreements, notably one concerning the classification of GHG and compounds and their Global Warming Potential, in line with international standards and the IPCC’s Fifth Assessment Report. This regulatory instrument is central to Mexico’s climate governance, strengthening transparency and standardisation in emissions accounting across sectors.</p>
