The resolution adopts the Indicative Action Plan (PAI) for the development of the Rational and Efficient Energy Use Program (PROURE) 2022-2030, which is an integral part of the resolution. The PAI-PROURE 2022-2030 aims to reduce the technological gap in energy use by 2030 through the adoption of cost-efficient measures, equipment and fuel change. The goal is for the technological transformation of the energy sector to be a key part of Colombia's sustainable development.
The specific goals of the PAI-PROURE 2022-2030 are:

Update the inventory of energy efficiency measures in different consumption sectors, considering technological innovations and advances.

Integrate energy efficiency actions and measures in the hydrocarbon extraction and production sectors, mining, and thermoelectric generation.

Determine national indicative energy savings goals based on a cost-effectiveness evaluation of the energy efficiency measures.

Identify which energy efficiency measures should be eligible for tax incentives.

Propose complementary public policy actions to help achieve the energy efficiency goals set in the PAI-PROURE 2022-2030.
