Roadmap for the Development of Offshore Wind and Marine Energy in Spain

The roadmap for offshore wind and marine energy highlights the strategic role of these renewable energy sources (collectively termed "blue energy") in Spain's transition to a decarbonised economy. According to this roadmap, offshore wind, particularly floating technology suitable for deep waters, complements other renewables with its stable, predictable output, especially in Spanish autumn and winter. Equally, the roadmap considers that marine energies, including wave and tidal power, are advancing from pre-commercial stages to scalable market deployment, offering long-term potential beyond 2030. The initiative aims to position Spain as a European hub for technological innovation and industrial development in this sector, leveraging its robust wind, shipbuilding, and maritime engineering industries to enhance local supply chains, create skilled jobs, and foster economic growth.
Aligned with the EU's Renewable Energy Strategy and Spain's Integrated National Energy and Climate Plan (PNIEC) 2021–2030, the roadmap sets different goals, including deploying 1–3 GW of offshore wind and 40–60 MW of marine energy by 2030. It emphasises environmental sustainability, calling for compatibility with marine biodiversity conservation and spatial planning. The roadmap also integrates funding under Spain's Recovery, Transformation, and Resilience Plan, ensuring adherence to the "do no significant harm" principle. By fostering innovation and attracting investment, it aspires to establish Spain as a leader in marine renewable energy, contributing to EU climate targets and the global energy transition.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
