This document approves the Regulations of the aid program for the improvement of the national real estate park, the improvement of the energy efficiency of buildings and the use of renewable energies.It establishes the purpose of the RENOVA programme i.e. to regulate access to public aid to rehabilitate buildings located in Andorra to promote improvement of the conditions of habitability, accessibility, industrial safety and general safety of the building, facades, sustainability and energy efficiency, as well as the implementation of renewable energies in the real estate stock.Every year the programme will announce the opening of the call for applications for the Renova program for the improvement of the national real estate stockopen calls via an Edict. The actions that are the subject of aid are selected on a simple competitive basis, so that aid is awarded to applications that meet each and every one of the requirements established in the Renova program's rules.In each year, the applications are open until the budget available in the programme's annual call is exhausted.The available budget for the execution of the Renova program is considered exhausted when the last grant application is submitted that exhausts the amount established in the annual call for applications for the program. This closure of apllications is given the same publicity as the call for applications (it is published in the BOPA - official gazzette).

The decree aims to promote renovation and improvement of the vehicle fleet to achieve energy savings with positive effects on the environment and road safety. The main goal is to establish and regulate the criteria, requirements and procedures necessary to access financial aid for electric mobility and improve the energy efficiency of the vehicle fleet and  promote a reduction in energy consumption and thus contribute to the energy transition and the fight against climate change.

Embedded in the Law 25/2022, which allocates an article on aid for the promotion of the circular economy and provides for the possibility of developing calls and empowers the Government to issue the regulatory provisions, this Regulation aims to:
a) Create aid to promote the circular economy.
b) Establish the conditions for access to aid and the obligations and commitments of the beneficiaries.
c) Establish the types and characteristics of actions, the financing conditions of the grants and the criteria through which the promotion and transition towards the circular economy is evaluated.
Amongst the criteria, the decree outlines that any proposal must contribute to one of the six sustainability objectives ( Climate change mitigation, adaptation to climate change, sustainable use and protection of water resources, protection and restoration of biodiversity and ecosystems, pollution prevention and control, transition to a circular economy) and must not have a significant negative impact on the others.

According to Andorra's 2022 NDC, the Andorran Strategy for Environmental Education for Sustainability (Learn for the Future) was approved in 2022, prepared in a participatory manner with the sectors, agents involved and young people, and approved by the Government of Andorra for Horizon 2030. This strategy is aligned with the international, Pyrenean and national objectives and plans 9 actions in 9 years, including moving on to action related to young people in the face of the climate crisis.

The purpose of this Regulation is to establish the technical and administrative conditions that regulate the national greenhouse gas emissions compensation market. It defines concepts as ‘voluntary GHG emissions compensation’, ‘offset projects’ and ‘carbon credits’. The offsets, which are voluntary, must serve as a tool that promotes and enhances the creation of innovative projects in the field of the fight against climate change at a local level and, at the same time, reinforce environmental mitigation policies to achieve the emission reduction objectives set by Andorra. The governmental agency responsible for the Market Registry and issuance of carbon credits is the Office of Energy and Climate Change.

It is Andorra's Annual Budge Law for the year of 2024. It is particularly important for the climate field due to its Article 11. This article outlines the creation and funding of the Green Fund for 2024, which is intended to support the energy transition and the fight against climate change.
The Green Fund Budget will include:
* The allocation of expenses and credits for projects related to the energy transition and climate change.
* The planned actions and plans in line with Law 21/2018, which promotes the energy transition and addresses climate change.
* Expected income and financial rights to fund the Green Fund.
Moreover, the Green Fund will be financed through a CO2 tax and a tax on vehicle ownership, with amounts directed toward the Green Fund after deductions. Also, by the General Administration Budget and other established revenues under current laws.

It is Andorra's Annual Budget Law for the year of 2023.&nbsp;
Article 13 outlines the Green Fund's role in financing energy transition and climate change efforts for the year 2023. The Government includes the Green Fund in the 2023 general budget, detailing expenses, project funding for energy transition and climate change, and expected income for the year based on the objectives of Law 21/2018 and sets an obligation to report its income and expenditure yearly.&nbsp;
The Green Fund is financed through two main sources:
* Final taxes: Specifically from a CO2 tax and a vehicle ownership tax (after amounts for local authorities are deducted), in line with the climate crisis emergency declaration of January 2020.
* Appropriations from the General Administration budget: The Green Fund also receives funding from the general revenues of the General Administration, as per existing legislation.

With the purpose of promoting sustainable development and guaranteeing a high level of environmental protection, this Law aims to integrate environmental aspects into the drafting and authorisation of projects and plans and programmes that have significant effects on the environment.It establishes the bases and procedures that govern environmental assessments for certain projects, plans and programmes that affect the environment, and environmental studies for smaller projects. The assessment and studies take a holistic approach, observing water, land, biodiversity, air and climate aspects.

The purpose of this Law is to modify the legislative texts that, directly or indirectly, regulate the development of agriculture and livestock and to adapt them in order to favor the development and diversification of these activities and facilitate the generational transition , in order to ensure its durability. It also aims to create a legislative framework that is conducive to the development of other complementary activities that can favour the livestock and agricultural sectors, as well as the creation of an advisory body to coordinate actions in livestock and agricultural matters.According to article 2 of the law, some of the specific objectives of the law are 1) to promote agricultural and livestock activities that favour the sustainable production of quality food, 2) Encourage the use of appropriate practices to contribute to the maintenance of biodiversity, the improvement of landscape quality and the reduction of natural risks, and 3) Promote the development of sustainable agricultural infrastructures and facilities.According to Andorra's 2022 NDC, the law "provides as a protectable action, the installation of systems for the use of energy from renewable sources in the buildings that are part of the facilities and equipment that make up the agricultural holdings that are registered in the Register of Agricultural Holdings. With this, the modernisation of the agricultural and rammed sector and its involvement in the production of energy from renewable sources, make this economic sector one more actor to consider in national climate action."

According to article 1, this law aims to promote the transition towards a circular economy, moving from a linear economy to a more efficient and sustainable economic model that optimises the use of natural resources, minimises environmental impacts, promotes efficiency in achieving that products and resources maintain utility and value as long as possible and avoid material emissions and losses. The circular model also promotes responsible and efficient consumption by minimising waste generation and optimising its management, increasing reuse and recycling and reducing less efficient waste management options. It also promotes the awareness of society in the principles of the circular economy.Article 9 of the law states that the Public Administration must intensify the synergies between circularity, the fight against climate change, especially with the reduction of greenhouse gas emissions, and the fight against the loss of biodiversity and health protection human through the following actions:a) Analyse how the effects of circularity can be measured in the fight against climate change, adaptation to this phenomenon and the fight against the loss of biodiversity.b) Improve modeling tools to take advantage of the benefits of the circular economy from the point of view of reducing greenhouse gas emissions, linking them to the emission reduction targets established in Law 21/2018, of 13 September, to promote the energy transition and climate change (Litecc) and the mechanisms for the protection of human health.c) Analyse the ecological footprint of the Andorran economic model to improve the circularity of the model.
