This Act sets a binding target of 33% in 2030 for the share of energy from renewable sources in gross final energy consumption in the Republic of Slovenia. Also, it determines that the share of energy from renewable sources in gross final energy consumption in the Republic of Slovenia may not be less than the starting share of 25%.

This decree sets out a measure to promote the use of electricity generated from renewable energy sources with a self-supply device, detailed conditions for individual types of self-supply, the method of billing electricity and charges for consumers, detailed conditions for granting investment aid.

Pursuant to the fourth paragraph of Article 30 of the Climate Act, this decree adopts the Climate Fund Expenditure Program for the years 2025–2028. The programme is divided into 11 areas: Nearly zero-energy and zero-emission buildings, Sustainable Mobility, Renewable energy sources, Decarbonization of the economy, Adaptation, International climate finance, among others.

The Ordinance on the Climate Change Funding Programme establishes the framework for allocating revenues from the Slovenian Climate Change Fund (primarily sourced from EU ETS allowance auctions) to support climate mitigation and adaptation measures across sectors. The programme operates as a central financial instrument for achieving national climate objectives, supporting both emission reductions and adaptation to climate impacts.
