Belgium Update of the Belgian National Energy and Climate Plan 2021-2030 (NECP 2025)

Belgium’s National Energy and Climate Plan (NECP) sets out an integrated pathway toward meeting European and international climate and energy objectives, with the long-term goal of achieving climate neutrality by 2050 through a just transition. The plan is built on strong coordination between the federal and regional governments and combines action across climate policy, mobility, circular economy, industrial transformation, renewable energy, energy infrastructure, security of supply, and research and innovation. Belgium aims to reduce energy consumption while significantly expanding electricity generation. For 2030, Belgium projects a 42.7% reduction in greenhouse gas emissions in Effort Sharing Regulation sectors compared with 2005, while remaining within its cumulative emissions allocation for 2021–2030. The NECP targets 20.4% renewable energy by 2030, with the possibility of further measures if EU renewable ambitions increase, and positions nuclear energy as part of the future energy mix, aiming for a 2 GW nuclear share through lifetime extensions and future reactor development. The plan also prioritises energy efficiency, diversification away from imported fossil fuels, grid interconnection, hydrogen, and protection against energy insecurity and energy poverty.
