On 9 September 2020, the Cabinet approved the establishment of the Presidential Climate Change Coordinating Commission (now commonly known as PCC).
According to the Cabinet Decision, the Commission will coordinate the just transition of South Africa to a low-carbon climate and resilient economy and society by 2050. The Commission will include government, social partners, civil society, and experts from academia and research institutions.
This follows an earlier statement of intent in the Presidential Job Summit Framework Agreement signed during the Presidential Job Summit in 2018 (see p.42 of the Agreement). The Agreement noted that the statutory body would coordinate and oversee the just transition, including how to maximise the opportunities for jobs, including the quantity and quality of jobs.
