Summary

These Regulations sets out a system and the standards for carbon market participaton in Zimbabwe, including for project registration, validation, issuance and authorisation fo mitigation outcomes in line with the Paris Agreement decisions (Article 6.4 on internationally transferred mitigation outcomes). These Regulations establish the Zimbabwe Carbon Markets Authority (ZiCMA); the National Grievance and Redress Mechanism (NGRM); and the National Carbon Registry.


There are social safeguarding requirements, where the government shall not authorise and register mitigation activities that will negatively impact comunities, their livelihoods and their ability to exercise rights guaranteed by the Constitution of Zimbabwe.


The 2023 regulations were repealed and replaced by these new regulations in 2025 to introduce more stringent standards and provisions on communiy protection includin public participation requirements.
