This Resolution from the National Energy Policy Council (CNPE) establishes the National Energy Transition Policy (PNTE), the National Energy Transition Plan (Plante), the National Energy Transition Forum (Fonte), and makes other provisions. The Resolution establishes that the aim of the National Energy Transition Policy is to guide national efforts to transform the national energy matrix into a low-carbon economy, contributing to the achievement of net greenhouse gas emission neutrality in the country. The Policy consists of a mechanism to support the integration and coordination of government policies and actions at the federal level, in conjunction with sub-national entities, and for dialogue with civil society and the productive sector, to consolidate national efforts. It must observe the objectives of the national energy policy for the rational use of energy sources in harmony with the international policies and commitments made by the country concerning climate change. It must also consider the other objectives of public policies, including initiatives and strategies to enable the ecological transformation of the Brazilian economy, the increased density of production chains and adding value in the country, and mitigation and adaptation to climate change.
The CEFONTE Resolution from October 1st, 2025 defines the criteria for appointing members to the Plenary of the National Energy Transition Forum - Fonte.
The CEFONTE Resolution from January 13th, 2025 provides for the Regulation of the Public Selection Process for the selection of civil society representatives to make up the Plenary of the National Energy Transition Forum - Source Plenary, for the 2025/2026 biennium.
