Federal Decree 12.652/2025 establishes the principles, guidelines, and objectives of the National Civil Protection and Defense Plan, to help guide the implementation of the National Civil Protection and Defense Policy (PNPDEC) by the Union, the states, the Federal District, and the municipalities, in an integrated and coordinated manner. The guiding princinples of the National Civil Protection and Defense Plan include understanding and identifying disaster risks, strengthening governance, with a view to risk and disaster management, and investing in disaster risk reduction.
