Summary

The Legislative Decree 190/2024 establishes the administrative regimes governing the construction, modification, repowering and operation of renewable energy plants in Italy. The decree reorganises and simplifies the authorization framework for renewable installations in order to accelerate their deployment and align national procedures with EU energy and climate policies. Overall, the measure aims to reduce bureaucratic barriers, streamline permitting procedures and facilitate the expansion of renewable energy capacity while ensuring compliance with environmental, landscape and cultural-heritage protection.


The Legislative Decree 178/2025 introduces integrative and corrective provisions to it by clarifying, adjusting and further simplifying the authorization framework e.g. including revisions to the simplified procedures, introduction of digital tools for permitting, and measures to reduce approval times and facilitate repowering or expansion of existing renewable plants.
