Summary

Japan's finance law contains a number of climate-relevant clauses.

2020 third supplementary budget

  • encourages increases in energy efficiency in ventilation equipments as a co-benefit to COVID-19 air renewal measures.


2021 budget and supplementary budgets

  • 100 billion yen allocated to domestic battery storage production  
  • 1 billion yen allocated to technology demonstration projects and research and development to reduce CO2 emissions in hygiene-related products through increased energy efficiency
  • 8 billion yen allocated to independent solar power generation equipment and storage batteries including electric vehicles through on-site PPA
  • 800 million allocated to the maritime sector to help on decarbonisation efforts

Other budget lines are allocated to the decarbonisation of buildings (5.5 billion yen), decarbonisation of residential homes (4.5 billion yen), creation of a Green Innovation Fund Business (2 trillion yen), heat pumps (46.5 billion yen), low-carbon energy equipment installations in facilities (3.76 billion yen), Offshore wind power generation (2.75 billion yen), solar power (5 billion yen), sewage sludge-to-energy conversion (5 billion yen), program to achieve zero-carbon cities (20 billion yen), development of GOSAT-GW satellites to monitor emissions of GHGs (3.853 billion yen), R&D into fusion nuclear energy, livestock biomass energy solutions such as biogas (2.8 billion yen), and increased subsidy to EVS and fuel cells vehicles.

 


2022 budget

  • diplomacy expenditure shall notably be directed to humanitarian assistance needs, including on climate change countermeasures.
  • Subsidies to solar power, offshore wind power, and geothermal power, and clean energy vehicles, and accelerate R&D for the practical use and diffusion of hydrogen, ammonia, etc. (about ¥100bn). Establishing a grant to provide continuous and comprehensive support for local governments that are making efforts to decarbonize (¥20bn).
  • budget allocated to public works expenditures related to disaster prevention and disaster mitigation.
