National Electric System Development Program 2021-2035 (Programa de Desarrollo del Sistema Eléctrico Nacional 2021-2035)

The Programa para el Desarrollo del Sistema Eléctrico Nacional (PRODESEN) 2021-2035 is a key planning instrument for Mexico’s National Electric System (SEN), outlining a fifteen-year strategy for electricity generation, transmission, and distribution, in alignment with the National Development Plan. It integrates various planning tools, such as the Indicative Programme for the Installation and Retirement of Power Plants (PIIRCE) and programmes for the expansion and modernisation of the National Transmission Network (RNT) and General Distribution Networks (RGD). The PRODESEN aims to ensure a reliable electricity supply for over 120 million users across two million square kilometres, while addressing the growing demand, reducing electricity costs, and enhancing system reliability. A core objective is to strengthen the role of the state-owned Federal Electricity Commission (CFE) in generation and transmission, including the reactivation of combined-cycle plants and the modernisation of hydroelectric facilities, to support national energy sovereignty and economic development.In relation to climate change and energy transition, the PRODESEN explicitly incorporates Mexico’s international commitments under frameworks such as the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the Paris Agreement, and the 2030 Agenda for Sustainable Development. It emphasises the reduction of GHG emissions, targeting a limit of 139 million tonnes of CO2 equivalent by 2030, as part of Mexico’s Nationally Determined Contributions (NDCs). The programme promotes the orderly integration of clean and renewable energy sources into the national energy mix, with a significant focus on distributed generation, particularly solar photovoltaic systems, which are projected to grow substantially by 2035. Additionally, it underscores energy efficiency measures and the expansion of electricity access to rural communities, aligning energy policy with sustainable development goals and environmental protection.
