The National Environmental Restoration Program 2025-2030 is a national policy in Mexico, established to address the country's extensive environmental degradation and biodiversity loss. It represents a commitment from the Mexican government to a "humanist environmental policy," which views environmental restoration as fundamental to both social well-being and ecological justice. The programme outlines a long-term approach to restoring degraded ecosystems across the country, from urban parks and agricultural lands to protected natural areas. Drawing inspiration from the Kunming-Montreal Global Biodiversity Framework, the PNRA prioritises harmonising, organising, and scaling up restoration efforts, which were previously fragmented, through a series of phased objectives and targets for various ecosystems.In the context of climate change, the PNRA is framed as an instrument for both mitigation and adaptation. The policy aims to contribute to Mexico's national and international climate commitments, including the target of a 35% reduction in GHG emissions by 2030. This is to be achieved through large-scale ecosystem restoration projects, such as restoring 100,000 hectares of forest ecosystems and achieving net-zero deforestation by 2030. Furthermore, the programme seeks to reduce the vulnerability of the population to the impacts of climate change by strengthening communities' adaptive capacity through environmental restoration. It also commits to developing a National Climate Change Adaptation and Mitigation Plan that integrates restoration and nature-based solutions as key strategies.
