This Framework uses community-based tools and approaches to establish and manage protected/conservation areas. It provides for the establishment and management of protected/conservation areas, including ecosystem-based adaptation methods such as conserving reefs, coasts and terrestrial ecosystems that buffer atolls against sea-level rise and climate impacts.
A Local Resource Committee (LRC) is first established by the municipal government to oversee the development of the resource management plan in that atoll. The LRC consists of representatives from the local government, traditional leadership, church leadership, men and women’s groups, youth, elderly and persons with disabilities. The plan is then developed with the community. The Coastal Management Advisory Council (CMAC) provides counsel, reviews project proposals and carries out relevant activities based on the Reimaanlok process.
