This Resolution sets out the results of implementing the Resolution of the previous 12th Congress, and sets out the vision and development orientation for the coming years.
In relation to climate change, the Resolution states that resource management, environmental protection, and adaptation to climate change are still inadequate. The national development orientation for the period 2021-2030, key tasks and strategic actions therefore include the following:
- Strictly manage and rationally and effectively use land and resources; protect and improve the environment; proactively and actively implement solutions to adapt to climate change and severe natural disasters.
- Actively and effectively adapt to climate change, prevent, combat and mitigate natural disasters and epidemics, manage, exploit and use resources rationally, economically, efficiently and sustainably; take the protection of the living environment and people's health as the top goal; resolutely eliminate projects that cause environmental pollution, ensure the quality of the living environment, protect biodiversity and ecosystems; build a green economy, a circular economy, and an environmentally friendly economy.
- Build a synchronous and modern infrastructure system in both economic and social aspects; prioritise the development of some key national projects on transportation, adapting to climate change; focus on developing information and telecommunication infrastructure, creating a foundation for national digital transformation, gradually developing the digital economy and digital society.
